Venuste Twagiramungu is a telecommunications entrepreneur and infrastructure builder with over two decades of experience applying disciplined management and organizational systems in complex, high-reliability environments. He is the Founder and Executive Director of TRES Infrastructure (https://tres.rw), Rwanda’s only locally licensed tower infrastructure company, built from inception to support national connectivity and digital growth.

Recognizing early the strategic importance of shared infrastructure and strong organizational foundations, Venuste established TRES to drive competition, coverage, and operational efficiency in the telecom sector. Under his leadership, the company has developed and manages a growing portfolio of over 200 telecommunications towers, serving mobile network operators, government institutions, and private clients.

Venuste’s work is characterized by the application of structured management principles, measurable performance, and clear organizational accountability. He has guided TRES through significant capital investment, rapid scaling, and operational complexity while building local technical and managerial capacity in a highly competitive industry.

In parallel with his infrastructure work, Venuste is a sponsor of Hubbard College of Administration Kigali, the second Hubbard College of Administration established in Africa.
